Heat butter in pressure cooker. Use the saute function if using the Instant Pot.
Add garlic and onion and saute for about 3 minutes until fragrant.
Add celery and continue to saute until softened.
Add vegetable broth, potatoes, corn, and fish.
Seal pressure cooker, bring to pressure, and cook (on manual, if Instant Pot) for 5 minutes.
Allow pressure to release naturally.
Open pressure cooker and add half-and-half and cook over saute until thickened. **May use potato or cornstarch to thicken if needed.
